§ 1. OPERATION IN ACCORDANCE WITH NORWEGIAN LAW

The owner of the kindergarten is the Studentsamskipnaden i Volda.

The student kindergarten shall be operated in accordance with the current Kindergarten Act.

§ 2. PURPOSE OF THE DAYCARE

The kindergarten shall be a pedagogically adapted facility.

The kindergarten shall provide children of preschool age with good opportunities for development through play and activities in close understanding and cooperation with the children's homes. The kindergarten shall develop its own annual plan for operations as determined by the cooperative committee. The annual plan shall be based on the Framework Plan for Kindergartens.

The kindergarten shall produce an annual report at the end of the kindergarten year.

§ 3. PARENT COUNCIL AND COOPERATIVE COMMITTEE

To ensure good cooperation with the children's homes, each kindergarten shall have a parent council and a cooperative committee. The parent council shall consist of the parents / guardians of the children in the kindergarten. The cooperative committee shall consist of 2 representatives from each of the groups: parents / guardians, owner, and employees of the kindergarten.

§ 4. ADMISSION

Admission criteria:

Within the primary admission circle, the following admission criteria apply:

Students with children falling under § 13 of the Kindergarten Act shall have a particularly prioritized place. Students with children with special adaptation difficulties, illness, and/or social difficulties among parents or others in the family.

Continuous study seniority at Volda University College.

Single student parents with caregiving responsibilities.

Married/partnered couples where both are studying at Volda University College.

Employees of Volda University College

Within the secondary and tertiary admission circles, the following admission criteria apply:

Children falling under § 13 of the Kindergarten Act

Siblings of children who have a place

Others

SiVolda coordinates admissions with Volda municipality.

The admission of children is delegated to the kindergarten manager.

Information about the circumstances to be taken into account when allocating places must accompany the application. In case of a tie, consideration shall be given to whether the child has siblings already attending the kindergarten. Applicants who believe they are entitled to a place under points 1 or 2 must have a recommendation from a doctor/psychologist, speech therapist, educational psychology service (PPT), child welfare services, and/or social medical institutions.

If necessary, places can be distributed to achieve a suitable age distribution. Children in the 0-3 age group may be moved to the older children's group if the situation warrants. All children with daycare placements may retain their place until they start school if desired by the parents. Applicants who have been granted kindergarten placements are obliged to inform about changes to the information provided on the application form.

§ 5. PARENTAL PAYMENT / TERMINATION OF KINDERGARTEN PLACEMENT

The payment rates are determined by the SiVolda board.

There are no free placements.

The kindergarten offers sibling discounts.

When allocating places, payment must be made for a full month if the child is placed before the 15th of the month. If a place is allocated after the 15th of the month, payment shall only be made for half a month. There is no deduction for absences, nor for the days the kindergarten is closed due to holidays. Payment must be made by the 20th of each month. July is payment-free.

Failure to pay outstanding parental fees may result in losing the place if payment is not made within 14 days after the first notice. Those who owe fees for kindergarten placement will not be allocated a daycare place in later admissions.

Parents may terminate the placement with one month's notice from the 1st of the following month, up to and including February. This rule does not apply for termination after March 1st. In that case, payment must be made until the end of June.

The termination must be made in writing.

There is no exemption from parental payment during internship periods.

§ 6. ADAPTATION PERIOD

When a child starts at the kindergarten, the closest guardian or other person the child is attached to shall be present until the child settles into the kindergarten.

§ 7. ILLNESS

Sick children must not attend kindergarten. By sick children, we mean children with, among other things, fever, gastroenteritis, rashes, or other illnesses that prevent the child from being outside or require rest.

If a child is absent from kindergarten due to illness or other reasons, the manager or educational leader must be notified as soon as possible.

§ 8. TOYS

The kindergarten provides toys and play equipment. The kindergarten is not responsible for private toys brought by the children to the kindergarten.

§ 9. FOOD - CLOTHING

Parents will receive information at the start regarding food service and payment for it. Children must have practical clothing suitable for indoor and outdoor use. Extra changes of clothes should be available in the kindergarten as needed, and clothes must be labeled with the child's name. The kindergarten owner is not responsible for clothes lost at the kindergarten.

§ 10. OPENING HOURS / CLOSING HOURS

Røysmarka student kindergarten is open from 07:30 to 16:30 Monday to Friday. The daycare is closed for 3 weeks during the summer. All children are entitled to 4 weeks of vacation during the kindergarten year, with 3 of those weeks being consecutive. The new kindergarten year starts on August 1st. The kindergarten is closed on the Wednesday before Maundy Thursday and on Christmas Eve and New Year's Eve.

The staff shall have 5 planning days during a kindergarten year. The kindergarten is closed on these days. Parents will be notified well in advance of these days.

§ 11. PLAY AND REST AREAS

The norm for play and rest areas is based on the Ministry's indicative norm, set at 4 square meters per child over 3 years old, and 5.5 square meters per child under 3 years old.

§ 12. VOLUNTEER WORK

Parents/guardians should be aware that they may be called upon for volunteer work in the outdoor play area or in the kindergarten premises.

§ 13. INTERNAL CONTROL

The kindergarten manager is responsible for following up on internal control routines in their kindergarten. Each kindergarten shall develop routines to ensure a high quality of kindergarten services and to prevent accidents during daycare hours.

§ 14. POLICE CERTIFICATE

Employees at the kindergarten must present a police certificate (Kindergarten Act § 19).

§ 15. CONFIDENTIALITY

The rules on confidentiality in the administrative law §§ 13 to 13f apply to all activities within the kindergarten sector; correspondingly.
